This includes local and territorial cannabis laws, OCR licensing requirements, DLCA regulatory compliance, METRC tracking systems, employee training, SOP creation, and internal auditing. This role is strategic, operational, and legal — you will be the backbone of our legitimacy and the guardian of our future. ⚖️ Key Responsibilities 🌿 Regulatory Oversight Maintain up-to-date knowledge of all cannabis and hemp laws in the USVI, including Acts 8680 and 8925 Oversee full compliance with Office of Cannabis Regulations (OCR) licensing applications, renewals, inspections, and audits Ensure ongoing compliance with DLCA requirements for all physical and operational locations Manage all standard operating procedures (SOPs) in accordance with local laws and best practices 📈 METRC & Tracking Systems Serve as the organization’s METRC Administrator — responsible for training, onboarding, and data accuracy Implement and oversee seed-to-sale tracking for cultivation, manufacturing, distribution, and retail Reconcile METRC with physical inventory through scheduled audits Collaborate with cultivation and dispensary staff to ensure full traceability from plant to product 🛠️ Internal Systems & SOPs Develop and maintain company-wide SOPs for compliance, safety, recordkeeping, and loss prevention Work closely with department leads (cultivation, processing, retail, lounge) to customize protocols for each license type Establish employee training systems to ensure compliance understanding across all roles 🔐 Audits, Reporting, and Investigations Prepare for and lead responses to all government inspections and audits Develop and maintain internal audit schedules and compliance dashboards Investigate and resolve any compliance breaches, and proactively identify risk areas 🤝 Collaboration & Communication Liaise with legal counsel, consultants, and government liaisons Work with executive leadership on licensing strategies, zoning issues, and expansion Communicate clearly and consistently with staff to create a culture of proactive compliance 🧠 Required Qualifications 3+ years experience in cannabis regulatory compliance (or 5+ years in highly regulated industries: pharma, alcohol, tobacco, etc.) Deep understanding of METRC and seed-to-sale systems Familiarity with USVI cannabis legislation and regulatory bodies (OCR, DLCA) or ability to get up to speed rapidly Experience building SOPs, compliance training programs, and auditing systems High attention to detail and organizational mastery Strong communication and leadership skills Ability to lead in fast-paced, startup environments with changing regulations Must be willing to work onsite and conduct inspections across properties ✨ Preferred Qualifications Experience launching a licensed cannabis business (cultivation, processing, or retail) Bachelor's degree in
